DHS Environmental Planning and Historic Preservation

Sustainability and Environmental Programs (SEP), part of the Office of the Chief Readiness Support Officer, oversees the Environmental Planning and Historic Preservation (EPHP) Program for the Department. The EPHP Program ensures that DHS activities and operations comply with federal environmental laws and regulations, such as:

  • National Environmental Policy Act (NEPA): Guides the environmental review process to ensure informed decision-making.
  • National Historic Preservation Act (NHPA): Establishes guidelines for the stewardship of historic properties and cultural resources.
  • Endangered Species Act (ESA): Establishes protections for threatened and endangered species and their habitats.
  • Environmental Justice Executive Orders: Ensures fair treatment and meaningful involvement of all people, regardless of race or income, in federal and federally funded programs or activities.

At DHS, we recognize the importance of balancing national security and public safety with the stewardship of our environment and cultural resources. Our mission is to ensure that DHS operations do not compromise the health of our planet or the integrity of our historic sites. The EPHP team works with project offices to assess the environmental impacts of DHS projects and activities to ensure they align with national environmental policy standards. This involves evaluating potential effects on air and water quality, wildlife, vegetation, and other natural resources. We also consider potential effects on historic properties and cultural resources that might result from DHS activities. This includes identifying historic resources, consulting with Tribal Nations, engaging stakeholders and the public, and implementing measures to avoid or mitigate any adverse effects.

We encourage community members and stakeholders to participate in our EPHP efforts. Your input is invaluable in helping us make informed decisions that reflect the needs and values of the communities we serve while meeting our important mission goals. You can become more involved in environmental decision-making by attending our public meetings to learn more about ongoing projects and provide feedback; participate in public comment periods for specific projects to share your insights and concerns; and collaborate with us through partnerships and initiatives focused on environmental conservation and historic preservation.
