  • Information Bulletin No. 497 - Operational Overtime

    Through Information Bulletin (IB) 497, published on October 23, 2023, DHS provided additional clarity on the Operational Overtime requirements for the Homeland Security Grant Program (HSGP). Specifically, this IB provides applicants and recipients further guidance on when State Homeland Security Program (SHSP) and Urban Area Security Initiative (UASI) funds may be used to support select operational expenses associated with increased security measures in authorized categories, when post-incident operational overtime requests will be considered, and factors to consider if planning to request post-incident operational overtime requests.

  • LETPA Resource Guide

    The Law Enforcement Terrorism Prevention Activities (LETPA) Resource Guide, developed by FEMA and OSLLE, is meant to assist Homeland Security Grant Program (HSGP) recipients and subrecipients in meeting the LETPA statutory and policy requirements, leading to increased compliance.  It provides information on eligible activities, and examples of compliant, non-compliant, and insufficient project submissions. The guide is a supplement to Information Bulletin 485, and a product of OSLLE’s recent and ongoing efforts to enhance compliance with the LETPA requirement.

    As co-chair of the Government Services and Facilities Sector, Federal Protective Service's (FPS) Your Safety, Our Priority initiative aims to promote security and resilience through information and resources sharing for state, local, tribal, and territorial government personnel, as well as the essential functions they perform.     The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) works to combat jamming threats by evaluating the threat, developing and testing mitigation technologies and tactics, working with public safety agencies to update training procedures, and raising awareness of jamming threats and reporting channels.   • Public Safety and Violence Prevention Program

    The Science and Technology Directorate (S&T) Public Safety and Violence Prevention (PSVP) program conducts research and development studies in support of National and Departmental-objectives in prevention of acts of terrorism and targeted violence. PSVP enhances capabilities of prevention practitioners and local programs by improving field performance through analysis of data and development of capabilities to improve early detection and determine intervention needs earlier in the mobilization process to decrease the likelihood of violence. PSVP focuses on targeted violence and terrorism prevention, human trafficking, and soft target security. PSVP research enables policymakers and operational end-users, such as first responders and local communities, to make informed decisions in policy and practice while providing prevention programs and practitioners with the tools they need.

  • Performance Assessment of Field-Portable Instruments and Assays for Fentanyl and Fentanyl-Related Compounds

    This project addressed the growing issue with synthetic opioids entering the United States by providing an understanding of the baseline performance of equipment and assays using a wide range of fentanyl-related compounds and mixtures as test samples that reflect real-world mixture compositions seen in seizures. This contributes to the goal of improving the performance of field detection systems that use spectral library matching, colorimetric assays, and immunoassays to identify synthetic opioids. The outcomes of this project benefit first responders and front-line personnel by providing the knowledge needed to adapt and optimize current protocols for existing deployed handheld devices (e.g., combining different technology class detection capabilities when feasible) and to inform future procurements of equipment to improve the safety of both first responders and the public.
