CRCL Recommendation and Investigation Memos Collection

The DHS Office for Civil Rights and Civil Liberties reviews and investigates civil rights and civil liberties complaints and alleged abuses filed by the public regarding DHS policies and activities. The investigations involve a range of alleged abuses, including violation of rights while in immigration detention. CRCL issues recommendations to the relevant DHS Component aimed at addressing any civil rights or civil liberties concerns identified as part of its investigation. Redacted memos and other documents related to these investigations are included in this library.

  • Retention Memorandum: Winn Correctional Center

    On September 5, 2024, CRCL issued ICE this memorandum announcing its multidisciplinary onsite investigation at the Winn Correctional Center in Winnfield, Louisiana.  An investigation into allegations that ICE violated the civil rights and civil liberties of noncitizens detained by ICE at Winn.

    On August 21, 2024, CRCL issued ICE this memorandum announcing its multidisciplinary onsite investigation at the Northwest ICE Processing Center in Tacoma, Washington.

    ​​​​​​This is a summary of CRCL’s Recommendation Memorandum to ICE in February 2024 that followed CRCL’s onsite investigation at the Buffalo Service Processing Center.  ICE responded to CRCL in June 2024 and concurred with 22 of CRCL’s recommendations, partially concurred with five, and non-concurred with eight.
