  • DHS/ALL/PIA-032 DHS Information Sharing Environment Suspicious Activity Reporting Initiative

    This Privacy Impact Assessment (PIA) updates a previously published PIA describing the Nationwide Suspicious Activity Reporting Initiative, a key aspect of the federal Information Sharing Environment (ISE) created by Congress in the Intelligence Reform and Terrorism Prevention Act of 2004. The NSI supports intergovernmental sharing of “official documentation of observed behavior reasonably indicative of pre-operational planning related to terrorism or other criminal activity [related to terrorism],” known as Suspicious Activity Reports (SAR). As a result of the NSI’s successes, the Department of Homeland Security (DHS) and the Federal Bureau of Investigation (FBI) will continue the effort and transition the management to a jointly managed program. DHS is conducting this PIA update because SARs contain personally identifiable information (PII).

    In accordance with Executive Order (EO) 12898 and the Memorandum of Understanding on Environmental Justice and EO 12898 (EJ MOU), DHS has undertaken a number of commitments to further the aims of environmental justice, including publication of an agency-wide Environmental Justice Strategy (DHS EJ Strategy) and annual progress reports on its implementation. DHS is a member of the EPA-sponsored federal Environmental Justice Interagency Working Group (EJ IWG), and facilitates an internal DHS Environmental Justice Working Group (EJWG). The DHS EJWG is co-chaired by the DHS Sustainability and Environmental Programs office (SEP) within the Office of the Chief Readiness Support Officer (CRSO), and the DHS Office for Civil Rights and Civil Liberties (CRCL).

  • Enhanced Cybersecurity Services Program Privacy Compliance Review

    The Enhanced Cybersecurity Services Program (ECS) is a voluntary Department of Homeland Security (DHS) program in which the National Protection and Programs Directorate’s (NPPD) Cybersecurity and Communications provides indicators of malicious cyber activity to participating commercial service providers. The purpose of the program is to assist the owners and operators of critical infrastructure in enhancing their ability to protect their systems from unauthorized access, exploitation, or data exfiltration through a voluntary information sharing program.  In performing the Privacy Compliance Review (PCR), the DHS Privacy Office found that NPPD developed the ECS Program and its related processes with privacy-protective objectives in mind. NPPD continues to operate the ECS Program and its related processes with strong privacy oversight, which allows NPPD to identify and mitigate privacy risks as the program evolves and matures.
