Privacy

The DHS Privacy Office is responsible for evaluating the Department programs, systems, and initiatives for potential privacy impacts, and providing strategies to reduce the privacy impact.

  • DHS/ALL/PIA-095 International Biometric Information Sharing Program (IBIS)

    The U.S. Department of Homeland Security (DHS or the Department), Office of Strategy, Policy, and Plans (PLCY), in coordination with DHS components, created the International Biometric Information Sharing (IBIS) Program to enhance cooperation between DHS components and foreign partners in assessing the eligibility or public security risk of individuals seeking an immigration benefit or encountered in the context of a border encounter or law enforcement investigation related to immigration or border issues. DHS created IBIS to enhance the Department's and its foreign partners' ability to more definitively establish the identity and assess eligibility of an individual presenting for an immigration benefit or when encountered in border screening and immigration-related contexts. This Privacy Impact Assessment (PIA) Update considers the privacy risks and applicable mitigation strategies associated with implementing this Departmental program in cases where DHS conducts a search using a national identification number, rather than a biometric identifier, which expands the scope of the IBIS program.

  • DHS/CBP/PIA-010 Analytical Framework for Intelligence (AFI)

    The U.S. Customs and Border Protection's (CBP) Analytical Framework for Intelligence (AFI) system provides enhanced search and analytical capabilities to identify, apprehend, and prosecute individuals who pose a potential law enforcement or security risk, and aids in the enforcement of customs, immigration, and other laws enforced by DHS at the border. Since the original Privacy Impact Assessment (PIA), CBP has increased technical safeguards in AFI; added a new user role, additional DHS users, and additional data sources; and developed a governance process that includes the operational and oversight components of CBP. CBP has continued to update the AFI PIA to address Privacy Compliance Review (PCR) recommendations and to promote transparency regarding new users, data sources, data access, and analytic functions of AFI.

  • DHS/S&T/PIA-020 Research Projects Involving Volunteers

    An integral part of the Department of Homeland Security (DHS) Science and Technology Directorate’s (S&T) mission is to conduct research, development, testing, and evaluation (RDT&E) on technologies or topics related to improving homeland security and combating terrorism.

  • DHS/USCG/PIA-028 Defense Sexual Assault Incident Database (DSAID)

    The Department of Defense (DoD) owns and operates the Defense Sexual Assault Incident Database (DSAID) system, which serves as a centralized, case-level database for military sexual assault reports. DSAID is a case management and business management tool that contains information provided by all military services and provides information that can be used to build metrics and track cases from start to conclusion.

  • DHS/CBP/PIA-006 Automated Targeting System

    CBP operates the Automated Targeting System (ATS).  ATS is a decision support tool that compares traveler, cargo, and conveyance information against law enforcement, intelligence, and other enforcement data using risk-based scenarios and assessments

  • DHS/OBIM/PIA-006 Automated Real-Time Identity Exchange System (ARIES)

    The Automated Real-time Identity Exchange System (ARIES) technology enables a single user interface for the facilitation of current international fingerprint-based information sharing programs by the U.S. Department of Homeland Security (DHS), U.S. Department of State (DOS), U.S. Department of Defense (DoD), and U.S. Department of Justice (DOJ) with foreign partners. The ARIES technology facilitates connectivity and bilateral data exchange between foreign partners and domestic U.S. government agencies and improves auditing of fingerprint-based information sharing programs.
  • DHS/FEMA/PIA-053 Electronic Document and Records Management System (EDRMS)

    The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Federal Insurance and Mitigation Administration (FIMA) owns and operates the Electronic Document and Records Management System (EDRMS). FIMA uses EDRMS for document management and record management. FIMA also uses EDRMS for conversion of paper documents to an electronic format in compliance with the National Archives and Records Administration (NARA) requirements, Office of Management and Budget (OMB) management of Federal records guidance and regulations, and Executive Directives. EDRMS is used as central storage of FIMA documents that are electronically scanned and that are not stored in other FIMA information technology (IT) systems.
