  • Master Question List for Highly Pathogenic Avian Influenza (HPAI)

    DHS S&T developed the following “master question list” that quickly summarizes what is known, what additional information is needed, and who may be working to address such fundamental questions as, “What is the infectious dose?” and “How long does the virus persist in the environment?”

    The Master Question List (MQL) is intended to quickly present the current state of available information to government decision makers in a possible operational response to Highly Pathogenic Avian Influenza and allow structured and scientifically guided discussions across the federal government without burdening them with the need to review scientific reports, and to prevent duplication of efforts by highlighting and coordinating research.

  • Retention Memo Concerning Multidisciplinary Onsite Investigation of Stewart Detention Center in Lumpkin, Georgia

    CRCL received allegations that U.S. Immigration and Customs Enforcement has violated the civil rights and civil liberties of noncitizens at the Stewart Detention Center in Lumpkin, Georgia.

  • Retention Memo Concerning Revocation and Reinstatement of CBP Trusted Traveler Program Memberships

    CRCL opened three unrelated complaints involving allegations that U.S. Customs and
    Border Protection (CBP) denied individuals’ applications to participate in the Global Entry and
    Secure Electronic Travelers Rapid Inspection (SENTRI) Trusted Traveler Programs, allegedly in
    violation of the applicants’ civil rights, including their right to due process.

  • Retention Memo to CBP Concerning Family Unit Processing

    CRCL received multiple complaints alleging that family members who were encountered together by CBP were put into different immigration processing pathways or had different immigration processing outcomes after being transferred to different DHS facilities in violation of CBP policy and procedures. The purpose of this memorandum is to notify CBP of the complaints, describe the allegations, and inform CBP that CRCL will retain these complaints for investigation.

  • Retention Memo to ICE Concerning Onsite Investigation of El Paso Service Processing Center in El Paso, Texas

    CRCL received allegations that U.S. Immigration and Customs Enforcement (ICE) violated the civil rights and civil liberties of noncitizens at the El Paso Service Processing Center in El Paso, Texas. Accordingly, CRCL conducted a multidisciplinary onsite investigation at the facility to investigate the complaints described below and review its operations more generally to address any systemic civil rights concerns.

    This is a summary of CRCL's Recommendation Memorandum to CBP that followed an onsite investigation within the U.S. Border Patrol Tucson Sector. CBP concurred with seven recommendations, partially concurred with three, and non-concurred with two.

    This is a summary of CRCL's Recommendation Memorandum to CBP regarding vehicle pursuits by CBP personnel. CBP concurred with 17 of CRCL’s recommendations and partially concurred with four.

  • Summary of CRCL Recommendation Memorandum and ICE's Response: ICE Hoteling of Unaccompanied Children

    This is a summary of CRCL's Recommendation Memorandum to ICE about ICE’s use of hotel rooms (i.e., hoteling) to temporarily detain unaccompanied children. ICE concurred with two of CRCL’s recommendations, partially concurred with six, and non-concurred with four.
