  • ST-Interworking Mission Critical Push-to-Talk between LTE and LMR Report

    (DHS) Science and Technology Directorate (S&T), under its Small Business Innovation and Research program, funded Catalyst Communications Technologies to examine the feasibility of developing a standards-based interworking solution that would enable communications between Land Mobile Radio (LMR) and Long Term Evolution (LTE) systems; and communications between different LMR systems.

  • Close Memo for Onsite Investigation at Coastal Bend Detention Center, Robstown, Texas

    CRCL conducted an investigation into the conditions of detention for U.S. Immigration and Customs Enforcement (ICE) detainees at the Coastal Bend Detention Center in Robstown, Texas. Additionally, this memorandum serves to notify ICE that, following a collaborative process, CRCL considers the issues identified by the experts to be closed.

  • ST-QuickRoute Operational Field Assessment Report

    S&T is working with Azimuth1, LLC to develop QuickRoute, a routing system for emergency vehicles that accounts for a variety challenges, including inclement weather, road conditions, vehicle characteristics and department-level protocols for handling vehicle usage. The technology will ensure emergency vehicles have priority traffic in all areas of travel while responding to a call.

  • Retention Memo to CBP for CRCL Investigation Questioning Advocates and Journalists at Ports of Entry

    CRCL opened complaints alleging that U.S. Customs and Border Protection (CBP) violated civil rights or civil liberties by targeting and harassing human rights advocates and journalists at the Lukeville, Arizona and San Ysidro, California ports of entry, respectively. 

  • DHS/ALL/PIA-078 Geospatial Information Infrastructure (GII)

    The Department of Homeland Security (DHS) Geospatial Information Infrastructure (GII) is a major application infrastructure, maintained by the Geospatial Management Office (GMO), representing the physical and logical implementation of the Department’s Geospatial Services Segment Architecture (GSSA). The purpose of the GII is to deliver a geospatial technology platform composed of geospatial enterprise applications, tools, and information to facilitate secure information-sharing between federal, state, local, tribal, territorial, private sector, international, and other non-governmental partners who support the homeland security mission. DHS is conducting this Privacy Impact Assessment (PIA) because the information viewed and shared in the GII may contain personally identifiable information (PII) on DHS personnel and members of the public.

  • Retention Memo to CBP for CRCL Investigation Regarding Unaccompanied Minors Time in Custody

    Between May 1 and July 31, 2019, CRCL received 677 allegations that U.S. Customs and Border Protection (CBP) violated the civil rights and civil liberties of unaccompanied minors in CBP custody. This number of allegations corresponded with the increase in unaccompanied minor apprehensions at the Southwest border.

  • Report of the State, Local, Tribal and Territorial Cybersecurity Subcommittee

    As cyber and physical systems become more interconnected, the digital attack surface is extending further into our daily lives, with the potential for malicious cyber actors to create dangerous, real-world effects. Federal, state, local, tribal, and territorial (SLTT) entities must collaborate and coordinate extensively with critical infrastructure private sector owners, operators, and stakeholders to identify and address these cybersecurity challenges. This will include: figuring out how DHS can most effectively and efficiently support SLTT agencies and partners in pursuing cybersecurity and the resilience of their Information Technology (IT) infrastructure, including response and recovery; finding programs, services, and outreach that would provide the greatest benefit to SLTT stakeholders in reducing IT risks; lastly, measuring how effective the Homeland Security Grant Program has been in addressing risks at SLTT levels, and how the Grant Program could best be structured to address cybersecurity risks.
