  • Close Memo for Onsite Investigation at El Paso Service Processing Center in El Paso, Texas

    CRCL conducted an investigation into the conditions of detention for U.S. Immigration and Customs Enforcement (ICE) detainees at the El Paso Service Processing Center in El Paso, Texas. This memorandum notified ICE that, following a collaborative process, CRCL considers the issues identified by the experts to be closed.

  • DHS/USCIS/PIA-079 Content Management Services (CMS)

    U.S. Citizenship and Immigration Services (USCIS), a component of the Department of Homeland Security (DHS), developed the Content Management Services (CMS), a cloud-based platform for use across USCIS to manage immigration-related electronic content and services. CMS serves as a backend repository of all digital immigration-related content to be accessed and retrieved through a user interface called STACKS (not an acronym), or through separate USCIS interconnected systems. USCIS is conducting this Privacy Impact Assessment (PIA) to analyze the privacy impacts associated with CMS, including STACKS, because this system collects, uses, stores, and disseminates personally identifiable information (PII).

  • S&T Respiratory Protection for Firefighters during Overhaul Operations: Operational Field Assessment Report

    After extinguishing structural fires, firefighters carry out fire overhaul operations to locate and extinguish smoldering hot spots. Early on in the overhaul operations, firefighters wear self-contained breathing apparatus (SCBA); although, it is common practice to remove the SCBA when the carbon monoxide (CO) concentration drops to a safe level. Studies have shown, however, that after CO dissipates, particulate matter and harmful chemicals are still present during overhaul environments. As a result, firefighters must continue to wear heavy SCBA equipment throughout overhaul operations or risk breathing in the hazardous material present in the overhaul environment. To address this hazard, the Respiratory Protection for Firefighters during Overhaul Operations project developed a filter module that is designed to be used in passive air-purifying respirators (APRs) and powered APRs (PAPRs) to protect firefighters from particulate and chemical hazards while being lighter and more comfortable than the traditional SCBA.

  • S&T Counter Unmanned Aircraft Systems Legal Authorities Fact Sheet

    The Preventing Emerging Threats Act of 2018 grants the Department of Homeland Security statutory authority to counter credible threats from unmanned aircraft systems (UAS) to the safety or security of a covered facility or asset. This authority is paramount to the Department’s mission to protect and secure the Homeland from evolving threats. The Department is in the process of coordinating with Components and stakeholders regarding the need for additional counter-UAS (CUAS) authorities.

  • Memorandum on Ethical Behavior

    On April 22, 2019, Acting Secretary Kevin McAleenan signed a new Memorandum on Ethical Behavior emphasizing that all DHS employees must hold themselves to the highest standards of honor, integrity, and ethics. To avoid even the appearance of impropriety, the memo encourages employees to conserve and protect government resources, act with impartiality, avoid acting when private interests conflict with official duties, consider declining gifts even when they may be accepted, and to report fraud, waste, and abuse whenever it is detected.

  • S&T SCITI Labs: Autonomous Platforms Fact Sheet

    Emergencies can happen anywhere, which is why public safety personnel are trained for search and rescue operations in a variety of environments. Some of the environments are difficult, and conditions can endanger responders and those they aim to rescue. For this reason, one of the U.S. Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Smart City IoT Innovation (SCITI - pronounced ‘CITY’) Labs initiative’s focus areas is autonomous platforms (AxPs) for search and rescue operations. The other two focuses include investigating building sensor suites and an on-body communications hub.
