National Interest Exception from Presidential Proclamation 10294
On October 25, 2021, President Biden issued Presidential Proclamation 10294, entitled "Advancing the Safe Resumption of Global Travel During the COVID-19 Pandemic," which suspends and limits the entry into the United States of non-citizens by air travel who are nonimmigrants ("noncitizen nonimmigrants") and who are not fully vaccinated against COVID-19. Presidential Proclamation 10294 contains specified exceptions, including a specific exception for noncitizen nonimmigrants "whose entry would be in the national interest," and entrusts the Secretary of Homeland Security (along with the Secretary of State and the Secretary of Transportation) to make this determination.

TRX NEON Personnel Location Tracker
DHS S&T’s NUSTL, in collaboration with Metro-North Commuter Railroad Company (MNR), conducted a semi-virtual technology demonstration of the TRX NEON® Personnel Location Tracker in Grand Central Terminal (GCT). The TRX NEON Personnel Tracker can provide location data that could complement data provided by mobile environmental sensors, enabling the accurate mapping of survey results to specific locations throughout GCT. NUSTL, in conjunction with MNR, facilitated a demonstration of the technology to determine its feasibility in supporting an emergency preparedness environmental survey.

Retention Memo to CBP Concerning Vehicle Pursuits
CRCL opened complaints alleging violations of civil rights or civil liberties resulting from incidents related to vehicle pursuits by CBP employees. Complaints alleged that CBP personnel unnecessarily engaged in vehicle pursuits at high rates of speeds that are unwarranted given the alleged crime(s), deployed vehicle immobilization devices (VID) or controlled tire deflation devices (CTDD), or pursuit intervention techniques (PIT) potentially leading to serious injury or death to suspect vehicle occupants. The purpose of this memorandum is to notify CBP of the complaints, describe those allegations, and inform CBP that CRCL retained these complaints for investigation.

Assessment of the Critical Supply Chains Supporting the U.S. ICT Industry
Directed by President Biden as part of the Executive Order on America’s Supply Chains (E.O. 14017), the Departments of Commerce and Homeland Security evaluated the current supply chain conditions for select hardware and software products, identified key risks that threaten to disrupt those supply chains, and proposed a strategy to mitigate risk and strengthen supply chain resiliency.

DHS/S&T/PIA-042 DHS Federally Funded Research and Development Centers
The U.S. Department of Homeland Security (DHS) sponsors federally funded research and development centers (FFRDC). The DHS Science and Technology Directorate (S&T) FFRDC Program Management Office (PMO) oversees and manages access to these specialized services in systems engineering, integration, studies, and analysis. The FFRDC services can be accessed by DHS components; external federal, state, and local government; non-governmental organizations and institutions; universities and affiliated research centers; and other public sector and private sector groups, through the PMO. S&T conducted this Privacy Impact Assessment (PIA) to address the Department’s FFRDC program as well as two specific FFRDCs (i.e., Homeland Security Operational Analysis Center [HSOAC] and Homeland Security Systems Engineering and Development Institute [HSSEDI]) and the privacy risks associated with the collection, use, maintenance, and dissemination of personally identifiable information (PII), privacy sensitive projects and activities, and use of DHS-accredited information systems.

DHS Proposes Fair and Humane Public Charge Rule
The Department of Homeland Security (DHS) will issue a Notice of Proposed Rulemaking (NPRM) that would regulate how DHS applies the public charge ground of inadmissibility. The proposed rule would provide fair and humane treatment for noncitizens requesting admission to the United States or applying for lawful permanent residence from within the United States.

Wildland Fire Sensors at the Urban Interface Fact Sheet
Wildfires across the U.S. and around the world are becoming more frequent, costly, and dangerous. Risk factors include urban sprawl into previously undeveloped lands prone to wildfires and climate change hazards, necessitating technical innovations to assist firefighters on the front lines and keep our communities safe and resilient. The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) is working with TechNexus and the Virginia Innovation Partnership Corporation to guide the development of a suite of sensors, platforms, and other early wildfire detection technologies to assist the Federal Emergency Management Agency and state and local emergency management partners.
