The Department of Homeland Security (DHS) Office of Chief Information Officer (OCIO) maintains the Homeland Security Information Network (HSIN). HSIN is designed to facilitate the secure integration and interoperability of information-sharing resources among federal, state, local, tribal, private-sector, and other non-governmental stakeholders involved in identifying and preventing terrorism, as well as undertaking incident management activities. This Privacy Impact Assessment (PIA) Update documents how OCIO has established information sharing relationships through a new centralized application called HSIN Exchange to provide authorized individuals access to: (1) securely create, send, and receive requests for information (RFI); and (2) “opt-in” to receive messages and emergency notifications called Flash Alerts, thereby streamlining these communications. This PIA Update also documents that OCIO now maintains HSIN; it was previously maintained by the Office of Operations Coordination and Planning, now known as the Office of Operations Coordination (OPS). In 2006, OBIM and the Criminal Justice Information Services (CJIS) Division of the Federal Bureau of Investigation (FBI), Department of Justice (DOJ), developed an interoperability project to support the sharing of information among DHS, DOJ, and their respective stakeholders. This Privacy Impact Assessment (PIA) update was conducted to reflect the expansion of DHS–DOJ interoperability to include users and uses not previously covered under the interim Data Sharing Model (iDSM) for the IDENT/IAFIS Interoperability Project (iDSM) and First Phase of the Initial Operating Capability (IOC) of Interoperability between the DHS and the DOJ PIA (IOC) PIAs. In addition, DHS-DOJ Interoperability is expanding to allow approved users access to a more comprehensive IDENT response, containing up to all data fields captured in IDENT.

The Department of Homeland Security (DHS) uses Google Analytics for viewing and analyzing traffic to the Department’s public-facing websites. Google Analytics is a free, third-party hosted, website analytics solution that generates robust information about the interactions of public-facing website visitors with the Department. DHS does not collect, maintain, or retrieve personally identifiable information (PII), including a visitor’s Internet Protocol (IP) address, during this analytics process operated by Google. Google Analytics does not provide to DHS, share with Google or any Google product for additional analysis, or use the full or masked IP address or information to draw any conclusions in the analytics product. The Department has expressly chosen to opt-out of sharing information with Google or any Google product for additional analysis. This Privacy Impact Assessment (PIA) update is being conducted to analyze the privacy risks of the Department’s use of Google Analytics on internal-facing, anonymous access websites.
