The Integrated Security Management System (ISMS) is a Department of Homeland Security (DHS)-wide web-based case management application designed to support the lifecycle of the DHS personnel security, administrative security, and classified visit management programs. This Privacy Impact Assessment (PIA) is being updated to outline Continuous Evaluation (CE), which is part of overarching personnel security clearance reform efforts directed by Executive Order (E.O.) 13467, as amended by E.O. 13764, and Security Executive Agent Directive (SEAD) 6, issued by the Director of National Intelligence (DNI). Through this initiative, DHS will be sharing personally identifiable information (PII) of covered individuals with the Office of the Director of National Intelligence (ODNI) via ISMS.

DHS/ALL/PIA-040 Electronic Patient Care Reporting System
The DHS Office of Health Affairs (OHA) is implementing a web-based Commercial off the Shelf (COTS) Internet software service called the Electronic Patient Care Reporting System (ePCR). The ePCR system will establish a standardized approach to document care rendered by DHS Emergency Medical Services (EMS) medical care providers in pre-hospital environments. The system will also enhance OHA’s capability to evaluate quality of care delivery, quality assurance, performance improvement, and risk management activities. OHA conducted this privacy impact assessment because accurate documentation and quality assurance of EMS care provided necessarily includes gathering personally identifiable information (PII) from patient encounters.

DHS/ALL/PIA-053 DHS Financial Management Systems
DHS Financial Management Systems (FM Systems) include web-based, workflow management, and financial transaction systems that provide core financial management functions for the Department and are designated by the Chief Financial Officer (CFO) as financial management systems. DHS FM Systems are used to create and maintain records of each allocation, commitment, obligation, travel advance, and accounts receivable issued by the Department. The systems contain personally identifiable information (PII) about DHS employees, contractors/vendors, customers, and members of the public that participate in DHS programs. This privacy impact assessment (PIA) covers multiple financial management systems with similar practices and functional capabilities. This PIA covers all core CFO-designated systems listed herein and in the Appendix. DHS will publish a separate PIA for any system that differs substantially or that raises distinct privacy risks from those covered by this PIA. DHS is conducting this PIA because DHS FM Systems collect and maintain PII.
