Privacy

The DHS Privacy Office is responsible for evaluating the Department programs, systems, and initiatives for potential privacy impacts, and providing strategies to reduce the privacy impact.

    U.S. Immigration and Customs Enforcement (ICE), a component agency within the U.S. Department of Homeland Security (DHS), has updated a major Information Technology (IT) system known as Investigative Case Management (ICM). ICM serves as the core law enforcement case management tool for ICE Homeland Security Investigations (HSI) agents and personnel supporting the HSI mission. HSI conducts transnational criminal investigations to protect the United States against threats to national security and to bring to justice those seeking to exploit U.S. customs and immigration laws worldwide. ICE is updating this Privacy Impact Assessment (PIA) to reflect changes to ICM’s information sharing framework with U.S. Customs and Border Protection (CBP), update the "Overview" section of the PIA to better reflect the user base of the system, and document a planned connection to HSI’s Digital Records Manager (DRM).

    The Student and Exchange Visitor Program (SEVP) was established as part of the Homeland Security Investigations (HSI) National Security Investigations Division (NSID) within U.S. Immigration and Customs Enforcement (ICE). SEVP oversees the certification of academic and vocational schools to allow enrollment of foreign nationals seeking entry into the United States as nonimmigrant students under F and M classes of admission. In addition, SEVP tracks and manages real-time information on F/M/J nonimmigrant students, their dependents, and the schools and sponsors that host these nonimmigrants, to ensure compliance with immigration laws and regulations. To facilitate the program’s work, SEVP collects, uses, shares, and maintains personally identifiable information (PII) on nonimmigrant students, their dependents, and the school officials who work with SEVP for the school certification process. Finally, SEVP works with the other Components within the Department of Homeland Security (DHS) and other federal agencies to ensure compliance with all civil and criminal immigrations laws that align with HSI’s national security and public safety missions.

    The Protected Critical Infrastructure Information (PCII) Program, part of the Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Office of Infrastructure Protection (IP), Infrastructure Information Collection Division (IICD), facilitates the sharing of PCII between the government and the private sector. The Protected Critical Infrastructure Information Management System (PCIIMS) Final Operating Capability (FOC) is an Information Technology (IT) system and the means by which PCII submissions from the private sector are received and cataloged, and PCII Authorized Users are registered and managed. The PCII Program conducted this privacy impact assessment (PIA) to analyze and evaluate the privacy impact resulting from the consolidation of the PCIIMS Initial Operating Capability (IOC) functionalities into PCIIMS FOC, as well as the collection of limited personally identifiable information (PII) from the submitting individuals and PCII Authorized Users for contact purposes.
