  • DHS Statement on Safety and Enforcement During Hurricane Dorian

U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) are concerned about the potential impact of Hurricane Dorian to portions of the East Coast.  Our highest priority remains the preservation of life and safety. In consideration of these circumstances, there will be no immigration enforcement initiatives associated with evacuations or sheltering related to the storm, except in the event of a serious public safety threat.

  • S&T Evaluating Mobile App Vetting Integration with Enterprise Mobility Management in the Enterprise Report

This S&T study recommends federal agencies adopt a continuous approach to standards-based mobile app vetting by integrating vetting tools with EMM and exploring nontraditional approaches, such as app threat intelligence. These approaches would improve overall federal system mobile device and enterprise security while also enabling employees to use apps to conduct business and accomplish their organization’s mission.

  • DHS/S&T/PIA-038 Next Generation First Responder Apex Program

The Department of Homeland Security (DHS) Science and Technology (S&T) Directorate established the Next Generation First Responder (NGFR) Apex Program (Program), a research, development, testing, evaluation, (RDT&E) and standards program, adapting existing technologies, developing new capabilities, and working with the private sector to enhance capabilities for first responders across the nation. More than 60 individual RDT&E projects “align” to the NGFR Apex Program. Program activities include technology integration demonstrations and/or operational experimentations (OpEx) and the development of knowledge products, such as facts sheets and case studies. DHS S&T is conducting the NGFR Apex Program Privacy Impact Assessment (PIA) because the Program involves the use of personally identifiable information (PII) as well as technologies that raise potential privacy concerns.

The Support Anti-terrorism by Fostering Effective Technologies Act of 2002 (SAFETY Act) is a risk management program for the private sector in the event of an act of terrorism.

  • DHS/USCIS/PIA-081 United Nations High Commissioner for Refugees (UNHCR) Information Data Share

On January 9, 2019, the Department of Homeland Security (DHS) entered into a Memorandum of Understanding (MOU) with the United Nations High Commissioner for Refugees (UNHCR) to share biometric and associated biographic data on refugees seeking to resettle in the United States. DHS and UNHCR entered into this MOU to expand the scope of the existing information shared through the State Department to support the U.S. Refugee Admissions Program (USRAP). Under the 2019 MOU, UNHCR is now directly sharing biometric and associated biographic information with DHS Office of Biometric Identity Management (OBIM) Automated Biometric Identification System (IDENT) (soon to be replaced by Homeland Advanced Recognition Technology (HART)). The electronic transmission of data between UNHCR and IDENT/HART is facilitated by U.S. Citizenship and Immigration Services (USCIS) Enterprise Service Bus (ESB). USCIS is conducting this Privacy Impact Assessment (PIA) to evaluate the privacy risks associated with collecting and using biometric and associated biographic UNHCR data for identity verification purposes. This PIA is limited to covering the collection and use of UNHCR data for identity verification purposes, as well as to identify any incident of potential identity fraud, by DHS and other entities authorized by the MOU. Any additional uses of UNHCR data will be addressed in a future PIA.

  • DHS/USCG/PIA-029 Field Activity Case Tracking System (FACTS)

The United States Coast Guard Investigative Service (CGIS) uses a web-based electronic case records management system (RMS) known as the Field Activity Case Tracking System (FACTS) to capture, relate, and analyze information about the professional investigative activities of CGIS special agents. By intra-Coast Guard program management agreement, FACTS also supports the collection and management of the Coast Guard’s Anti-Harassment and Hate Incident (AHHI) records, a function overseen by its Civil Rights Directorate (CRD). CGIS is publishing this Privacy Impact Assessment (PIA) because FACTS collects personally identifiable information (PII) from DHS personnel, employees of other federal agencies, and members of the public.
