DHS/ALL/PIA-069 DHS Surveys, Interviews, and Focus Groups
The U.S. Department of Homeland Security (DHS) and its Components periodically solicit voluntary feedback from its employees, contractors, external stakeholders, and the general public through the use of surveys, interviews, and focus groups (hereinafter referred to as customer research) to improve DHS services and operations. Individuals who provide information during customer research do so voluntarily with the understanding that their responses will be kept confidential.

DHS/ALL/PIA-068 Insider Threat Reporting Mobile Platform
The Department of Homeland Security (DHS) Insider Threat Program (ITP) was established as a department-wide effort to manage insider threat matters within DHS. In January 2017, the Secretary of Homeland Security expanded the DHS ITP beyond the protection of classified systems and information to include all threats to the Department posed by individuals who have or had authorized access to DHS facilities, information, equipment, networks, or systems. The DHS ITP is submitting this Privacy Impact Assessment (PIA) for the Department Headquarters (HQ) pilot and initial operational capability of the LiveSafe Platform. The LiveSafe Platform is a mobile application that will allow DHS mobile phone holders to use their DHS-issued mobile phone to report tips to the DHS ITP. The enterprise platform enables two-way, real-time interactions via location tagged text1 and phone communications, as well as a scalable mass notification service. All tips go to a dashboard that is reviewed by the ITP for determination of further action. The application requires user personally identifiable information (PII) to establish an account and maintains communications that are made through the program.

DHS/USSS/PIA-023 Applicant Lifecycle Information System (ALIS)
The United States Secret Service (USSS) Office of Human Resources (HUM) uses the Applicant Lifecycle Information System (ALIS) to support the hiring process for USSS Special Agents (SA), Uniform Division (UD) Officers, and Administrative, Professional, Technical (APT) personnel. ALIS is a new system that will replace the Clearances, Logistics, Employees, Applicants, and Recruitment (CLEAR) application component of the USSS Human Capital Management System (HCMS).

DHS/ALL/PIA-067 Continuous Evaluation (CE) Travel Record Data Service (TRDS)
The Travel Record Data Service (TRDS) is a Department of Homeland Security (DHS) project, whereby U.S. Customs and Border Protection (CBP) travel records are shared with the Office of the Director of National Intelligence (ODNI) National Counterintelligence and Security Center (NCSC) Continuous Evaluation System (CES). NCSC will provide authorized Executive Branch agencies with TRDS information, via the CES, to continuously evaluate the suitability of “covered individuals.” NCSC will then share relevant CBP travel information with the covered individual’s home agency or authorized Investigative Service Provider to allow that home agency to determine if a security-relevant issue exists.

DHS/USCIS/PIA-073 USCIS and CISOMB Information Sharing
The Department of Homeland Security (DHS) Office of the Citizenship and Immigration Services Ombudsman (CISOMB), established by Section 452 of the Homeland Security Act of 2002, provides independent analysis of problems encountered by individuals and employers who have submitted benefit request filings to U.S. Citizenship and Immigration Services (USCIS) and proposes changes to mitigate those problems. Sharing information between USCIS and CISOMB, where there is proper consent, is crucial to fulfilling this statutory mandate.

DHS/S&T/PIA-032 Science & Technology Analytical Tracking System (STATS)
The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Finance and Budget Division (FBD) operates the Science and Technology Analytical Tracking System (STATS), which supports financial, procurement, and acquisition management. As noted in the original STATS Privacy Impact Assessment (PIA), the system was designed to be upgraded to perform a human resources role. STATS will now collect, maintain, use, and transmit personally identifiable information (PII) of federal and contractor employees to perform human resources responsibilities. Information to be collected includes biographic data typically found in an employment record system as well as any associated human resources functions. This PIA update evaluates the privacy risks and mitigations associated with this new collection, maintenance, use, and transmission of PII.

DHS/TSA/PIA-049 TSA Office of Inspection Case Management
The Transportation Security Administration (TSA) Office of Inspection (OOI) conducts covert testing of security screening operations; inspects TSA operations at airports, field offices, and other transportation entities; and investigates employee misconduct and program fraud, and violations of transportation security requirements. OOI’s hotline referral and case management systems maintain Personally Identifiable Information (PII): (1) from individuals submitting information to OOI; and (2) on individuals designated as witnesses, victims, complainants, or subjects of an investigation.

Social Security Number Fraud Prevention Act Report
In order to comply with the Act’s prohibition on the inclusion of a full Social Security number (SSN) in documents sent by mail, unless expressly identified as necessary by the Secretary, the DHS Privacy Office plans to implement a multi-phased effort to identify, inventory, analyze, and restructure the use of SSNs in mailed correspondence at the Department. This report describes that effort.

DHS/CBP/PIA-055 HRM 5000
The U.S. Customs and Border Protection (CBP) Office of Human Resources Management (HRM) has selected contract support to improve and streamline the recruiting, hiring, and personnel security processes for CBP “Frontline” positions, including U.S. Border Patrol Agents, CBP Officers, and Air and Marine Interdiction Agents. HRM 5000 is CBP’s contract with Accenture Federal Services (AFS) LLC. This contract addresses surge hiring to support the President’s Executive Order for an additional 5,000 Border Patrol Agents (BPA). It will also be used to support the hiring of additional law enforcement positions within the Office of Air and Marine and the Office of Field Operations.
