The Department of Homeland Security (DHS) Science and Technology (S&T) Directorate is supporting the Federal Emergency Management Agency’s (FEMA) 2018-2022 Strategic Plan and its vision of a prepared and resilient nation. DHS S&T will partner with key stakeholders for FEMA’s Shaken Fury 2019 exercise which simulates the response and recovery to a 7.7 magnitude earthquake scenario. The Shaken Fury exercise will take place May 29 to June 7, 2019 near Memphis, Tennessee.
DHS S&T has an excellent opportunity to work across federal, state, and local governments, as well as non-governmental organizations and the private sector via the exercise. This will assist organizations with the transition and adoption of technologies and new protocols. Additionally, DHS S&T’s participation will improve each region’s capacity to respond and recover from significant events.
DHS S&T partners with the Central United States Earthquake Consortium (CUSEC), which represents 18 states, all committed to building regional resilience. DHS S&T and CUSEC work alongside states and FEMA Regions to enable the transition and adoption of technologies that will:
- Improve information exchange;
- Enhance situational awareness; and
- Enable the prioritization of resources across the public and private sectors.

Integration and adoption of information sharing capabilities across federal, non-federal and private sector entities in support of response and recovery to a catastrophic event - DOD/DHS Collaboration on Information Sharing and Interoperability
Inform DoD and DHS strategic decisions regarding the advancement of information sharing interoperability IAW DoD/DHS.
NGFR APEX Operational Experiment
- S&T's Next Generation First Responder (NGFR) Apex Objectives;
- Advance communications interoperability; and
- Resiliency at regional level (Jefferson County/Birmingham, AL)
Urban Search & Rescue (USAR)
- S&T technology is integrated with the national USAR exercise. Participants’ feedback not only informs future development of technology but also results in new/stronger relationships. The benefits extend beyond the exercise as they support the development, testing, deployment and adoption of S&T sponsored technology.
Capability Maturity Model (CMM)
- Measure and advance communication interoperability across CUSEC states.
