Small Business Innovation Research 25.1 Solicitation seeks proposals from R&D small businesses for innovation with strong commercialization potential.
WASHINGTON – The Department of Homeland Security (DHS) Small Business Innovation Research (SBIR) Program opened its 25.1 Solicitation, inviting U.S. small businesses to submit research proposals for topics that address a range of technology needs for fentanyl source profiling, data analysis tools, digital injection attack prevention measures, and a wired interconnection cable or adapter.
The DHS SBIR Program, administered by the department’s Science and Technology Directorate (S&T), was initiated in 2004 with the goal of increasing the participation of innovative and creative U.S. small businesses in federal research and development programs and challenging industry to bring homeland security solutions to reality. It is a competitive program that awards funding without requiring small businesses to give up any percentage of their ownership.
“We seek proposals from innovative small businesses that can help DHS fulfill its mission to protect the homeland,” said Dusty Lang, Director, DHS SBIR Program. “Our mission is to offer opportunities for small businesses, including those new to working with the federal government, to secure funding for research and development of cutting-edge technologies.”
During the solicitation period, DHS will accept proposals for topics until 1:00 PM ET on January 21, 2025. Interested small businesses must submit proposals through the online proposal submission system at https://sbir.dhs.gov.
The solicitation is published at SAM.gov and details the following topics and descriptions:
- DHS251-001 – Fentanyl Attribution Forensics/Source Profiling
- DHS251-002 – Enabling Data Analysis, Situational Awareness and Cyber Security for NG911 Public Safety Answering Points (PSAP)
- DHS251-003 – On-Person Screening Stream of Commerce Analysis Tool
- DHS251-004 – Securing Video Communications to Prevent Digital Injection Attacks
- DHS251-005 – Wired Interconnection Cable/Adapter from Mobile Device to Biometric Collection
In November, the SBIR Program hosted the hybrid Phase Ø AWareness Education and Resources (P0WER) Symposium where S&T Topic Managers discussed the 25.1 Pre-solicitation topics. SBIR program representatives also launched their Phase 0 initiative, which expands outreach to small businesses new to the program and the application process. The Phase 0 program supports SBIR applicants, particularly first-time proposal submitters, by educating them about the program and the submission process.
