Federally Funded Research and Development Centers (FFRDCs) act as a vehicle for special research and development contracting within the Federal Government. Organized under the Science and Technology Directorate (S&T) Office of Innovation and Collaboration (OIC), the objective of DHS FFRDCs is to provide the Department with independent and objective advice and quick response on critical issues throughout the homeland security enterprise. The two DHS FFRDCs are the Homeland Security Systems Engineering and Development Institute (HSSEDI) and Homeland Security Operational Analysis Center (HSOAC).
