The Homeland Security Startup Studio (HSSS) is an innovative program that brings together entrepreneurs, mentors, and inventors to deliver technology solutions for homeland security. Conducted in partnership with the venture-building company FedTech, HSSS pairs the next generation of entrepreneurs with federally funded, cutting-edge technologies to help move them from lab to market.
Recruiting for the 2025 Cohort is Now Open!
Applications are now being accepted for the 2025 cohort that will run from February through June 2025. Entrepreneur participants are expected to devote ~20 hours a week (evenings and weekends) to the program. Apply here through January 15, 2025.
Join S&T and FedTech for a virtual Information Session to learn more about the HSSS program. At these interactive sessions, the HSSS team will answer questions and discuss opportunities to engage with DHS-relevant technologies and explore launching a new venture through the HSSS. HSWERX, the Homeland Security Innovation Hub, is a unique platform designed to address DHS challenges and increase the effectiveness of DHS innovation and commercialization activities. HSWERX complements the department’s R&D activities by enabling the rapid discovery, engagement, and acceleration of innovative solutions for the safety and security of the homeland.

The DHS S&T Silicon Valley Innovation Program (SVIP) connects with innovation communities across the nation and around the world to harness the commercial R&D ecosystem and expand DHS S&T’s reach to identify technologies that strengthen national security by co-investing in and accelerating developed technologies transition to the commercial market. SVIP is partnering with startups to tackle the hardest problems faced by DHS and the Homeland Security Enterprise.
SVIP offers U.S. and international startups non-dilutive funding to carry out prototype projects and possibly transition successful projects to production. SVIP is helping to reshape how government, entrepreneurs, and industry work together to find cutting-edge solutions.
SVIP partners with DHS’s operational agencies to identify use cases that align with emerging commercial technologies and announce funding opportunities throughout the year. Early-stage startups can apply for up to $2 million across four phases. If other DHS agencies are interested in testing the technology against their use case, an optional Phase 5 is available. Following successful prototyping, DHS operational agencies can acquire the technology without further competition.
Since launching in December 2015, SVIP has made significant progress in working with startups to develop cutting-edge homeland security solutions.

The Small Business Innovation Research (SBIR) program is one of the largest public–private partnerships in the United States. The SBIR program encourages U.S. small businesses with fewer than 500 employees to provide quality research and to develop new processes, products and technologies in support of the missions of the U.S. government. Administered by DHS S&T, the DHS SBIR Program supports a full spectrum of SBIR initiatives serving all components.

View S&T’s High-Definition Advanced Imaging Shoe Scanner Technology
Demonstration at TSA Booth #8962 | LVCC North Hall
S&T is developing a shoe scanner for the Transportation Security Administration (TSA) that will eliminate the need for travelers to remove their footwear during the screening process and increase airport checkpoint effectiveness. The cutting-edge shoe scanner is built on millimeter wave High Definition-Advanced Imaging Technology, which provides better quality images than current screening systems, reduces false alarms that lead to secondary screening, and is built on an open architecture that allows rapid software updates and the use of third-party detection algorithms to identify prohibited items.
