The U.S. Department of Homeland Security (DHS) Science and Technology Directorate (S&T) National Urban Security Technology Laboratory (NUSTL) manages the SAVER Program to assist emergency responders in making procurement decisions. Since its inception in 2004, the SAVER Program has produced more than 1,100 publications. These publications—which include focus group, market survey and assessment reports, as well as technotes, application notes, handbooks, guides and other documents—are described in detail on the SAVER Document Descriptions page. They provide valuable information to assist responders and purchasers with procurement decisions.

SAVER publications often contain a list and description of standards relevant to specific types of equipment. The SAVER Guidance for Use of Standards When Selecting and Purchasing Responder Equipment explains how to make practical use of this information for procurement. It covers what standards are, why they are important, how to verify that standards are met, and how to include requirements for the use of standards in procurement efforts.

Battering rams are used for quick entry during tactical operations when the need for speed outweighs the concern of property damage. Law enforcement personnel use battering rams to rapidly breach locked entrances while maintaining personnel safety. Technical decontamination commonly refers to the deliberate decontamination of responders wearing personal protective equipment. It is performed with emphasis on thorough agent removal or neutralization versus speed. Included reports: highlight, summary, focus group report, market survey report, and assessment report.

Buildings that are contaminated by radiological dispersion or improvised nuclear devices may be decontaminated using one of a number of technologies that are used to decontaminate commercial nuclear power plants and U.S. government nuclear facilities. Included reports: highlight, technote, and market survey report.

Thermal imagers have the capability to display the difference in temperature between objects, as well as an object's heat signature and residual heat signature. These devices are used by responders for search and rescue operations, for investigations, and to increase visibility through fog, smoke, dust, rain, and excessive glare. Temperature and humidity monitors/recorders record data from sensors and alert outside personnel when values fall outside acceptable ranges, ensuring the viability of materials being stored or transported. These devices are used by responders that need to store or transport materials such as blood or pharmaceuticals under carefully controlled conditions. Throw bags are lightweight bags with a line that can be thrown at a target during swift water rescue operations. Responders use throw bags to reach victims during water rescue operations. Included reports: highlight, summary, focus group report, market survey report, and assessment report.

Total containment vessels are fully enclosed containers designed to safely secure, transport, and test explosive devices in order to protect critical assets. Responders use these vessels to protect people, property, and the environment from primary and secondary fragmentation and gas that generally result from the detonation of an explosive device. Underwater swimmer detection systems use high frequency sonar to detect and track underwater targets and sophisticated algorithms to determine if the target is a swimmer or some other object. These systems are used by security personnel to protect maritime assets and port facilities. Included reports: highlight and market survey report.

Underwater body bags are used for recovery operations of bodies and body parts. These bags are employed by responders in a variety of water recovery operations. Included reports: highlight, summary, focus group report, market survey report, and assessment report.

Unmanned aerial vehicles (UAVs) are powered aircraft with no pilot onboard. Responders may use UAVs to gather intelligence, and for surveillance/reconnaissance operations. Included reports: highlight, technote, focus group report, and market survey report.

Atmospheric plume dispersion models are computer-based tools used to predict the paths and concentrations of airborne contaminants as they are transported and spread in the atmosphere following a release. These models can be applied to emergency preparedness and response and recovery operations. Video analytics systems are used to automate video surveillance tasks traditionally performed by operators. These systems provide users with the ability to detect and classify objects, helping protect critical assets while reducing labor intensive tasks. Wide area persistent surveillance camera systems have the ability to surveil a specific region in order to increase the opportunity to detect and observe activities, identify entities involved, and track events forward in real time or backwards forensically. Included report: technical report.

Wearable camera systems typically include a camera, microphone, battery pack, and video storage capability. These camera systems are used by patrol officers to record traffic stops, arrests, sobriety tests, and interviews. Thermal imagers display the heat signatures of objects within a field of view; marine-grade thermal imagers are designed to be mounted on watercraft, and to withstand harsh maritime operating conditions. Included reports: highlight, summary, focus group report, and assessment report.

The AeroVironment Wasp III Micro Air Vehicle is a small, portable unmanned aerial system designed for low altitude day/night reconnaissance and surveillance. Responders can manually operate the Wasp III or program it for GPS-based autonomous navigation. Included reports: highlight and validation report.

Wireless network analyzers use computer software and hardware to detect, locate, monitor, and/or capture information passed over wireless networks. These devices are used by responders during investigations. Included reports: highlight, technote, and market survey report.

Unlike traditional landlines, there is no fixed location associated with a wireless phone number. Wireless call location services route wireless calls to the nearest Public Safety Answering Point, allowing operators to direct responders to incidents quickly. 802.11 is a rule set for wireless communications. Responders frequently use wireless communications when working in field environments. Included reports: highlight and technote.

GPS blue force tracking systems use a variety of technologies to track personnel and assets in real time or at specified intervals. These systems can be used to increase the safety of responders and offer dynamic situational awareness. Included reports: technote and application note.

Environmental (weather) surveillance equipment includes both fixed and portable weather stations. These devices provide information needed by responders during operations involving the release of hazardous materials into the atmosphere, particularly near population centers. Handheld Raman spectrometers are used to provide direct sampling of loose solid or liquid material or to conduct sampling on a containerized sample. These devices are rugged, field-portable units that are designed to provide responders with the ability to analyze unknown powders and liquids without destroying the sample. Included reports: highlight, summary, focus group report, market survey report, and assessment report.

Handheld metal detectors are designed to detect suspect items that contain metallic components, such as weapons or illicit contraband. Responders use these metal detectors at access control checkpoints to conduct security screening of individuals.
